Suriyan: threaten to plant the bomb at Siriraj Hospital

There was a report that an ill-intentioned man had made a threat call to the emergency services of the Patrol and Special Operation Division or 191, saying a bomb had been planted in the perimeter of Siriraj Hospital.  This created a lot of commotion among police officers, having to investigate thoroughly; in which they were able to detect the phone signal of the ill-intentioned man.  The man had a peculiar accent, calling from a public telephone near the front of Channel 5 Radio and Television Station.  The officers would later examine the security cameras according to the time that the suspect had called.

From a reporter’s perspective, the atmosphere around Siraraj Hospital seemed to intensify with stricter security.  Two officers were posted in each appointed area and rotate as a pair.  These officers included soldiers, security guards from the Hospital, officers from the Metropolitan Police Bureau, and the Explosive Ordnance Disposal & Mine Action Unit from the Patrol and Special Protection Division, whom inspected the area intermittently.  However, neither suspicious object nor any bomb, as threatened by the man, was discovered.  The search occured among the mass population of the public, who came to sign the get-well book for his Majesty the King as usual, at the 100th anniversary Siriraj Pavilion.

Police Lieutenant General Jaktip, Police Major General Sumet Ruengswat (Metropolitan Police Division Deputy Commissioner), Police Major General Vichai, Police Colonel Chatri Karnjanakan (Superintendent, District Din Daeng Police Station) gave a press release that the Investigation Department of Din Daeng Police Station have arrested Mr. Suriyan or “Mhee”, age 29, residing in Yasotorn province, along with the following confiscated items: a pair of navy blue jeans, a short-sleeves red t-shirt with a “Truth today” sewing, a pink shirt with a “No need need to hire me, I volunteer” sewing, a pair of slippers, and a yellow plastic bag that the accused were carrying on the day of the event.  The arrest occured at the cobbler’s shop near Phaya Thai 2 Hospital, Samsen Nai, Phaya Thai, Bangkok, at 11:00.  Only a picture of the accused was shown, but he was not brought in at the press release.

 

Pol.Lt.Gen. Jaktip said that it has been discovered that the criminal made the call from the front area of Channel 5 station after leaving his dorm near Saphan Kwai at around 7:00.  And while he was on his way to the cobbler shop in front of Channel 5 station, he used the public telephone at around 8:00.  This information was gathered after 5 days of investigation and is currenty in the process of further investigation.  As of now, the accused has confessed that he did it alone and that his action was merely out of impulse.  However, further investigation is still in progress and that he seemed alright during the conversation. 

 

When asked whether the accused is loyal to the royal institution or not, Pol.Lt.Gen. Jaktip replied, “From what I have gathered, the accused does have that feeling of loyalty, but his action was probably done out of emotions.  Because he admires a political party and his decision to call Siraraj Hospital was because it’s an important place, nothing else.”

 

While Pol.Maj.Gen. Vichai. said that the reason why the accused was not brought in at the press release was because this is a very important case, which may cause emotional impact, and the investigation is still in progress whether there are other people involved or not.  Although, initially the accused did it alone, and out of impulse.  He had not been trying to escape, but Saturday and Sunday were his day offs and thus why he was only recently caught.  He has been charged with instilling fear or fright by threatening, punishable by 1 year of imprisonment and 1,000 Baht fine; and at this stage, bail is opposed.  And the reason behind his action was because he’s not pleased with one political party and the accused has admitted that he had participated in the Red Shirts’ assembly in the past before.

The court read the verdict. 

The Accused is guilty under Section 112 and 392 of the Penal Code.  The Accused’s action is considered to have committed several distinct and different offences.  Therefore, the Accused shall serve his sentences consecutively under Section 91: with defamation, insult, or threatens the King, the Queen, the Heir-apparent or the Regent, must be sentenced to 6 years of imprisonment; with putting a person in fear or in fright by threat must be sentenced to 1 month of imprisonment, which totals up to 6 years and 1month of imprisonment.  However, the Accused had confessed, which was useful to the trial, thus deemed to be a mitigating factor.  By virtue of Section 78, the Court reduces his sentence by one-half in each of the offences to imprisonment for 3 years and 15 days.

Mr. Suriyan has been given a royal pardon under the Royal Decree B.E. 2555 and has been released from imprisonment along with Mr. Warawut T or Suchat Nakbangsai.  The total days of imprisonment since the day of the arrest was over 1 year and 10 months.
