In August 29, 2007, Jakrapob Penkair, then Prime Minister's Office Minister, gave a talk on “Democracy and Patronage System of Thailand,” moderated by BBC correspondent Jonathan Head, at the Foreign Correspondent's Club of Thailand (FCCT). Pol Lt Col Wattanasak Moongkitkarndee, a police officer from Bangkok's Bangmod district, filed a lèse-majesté lawsuit against Jakrapob. The public prosecutors decided not to forward the case of Jakrapob to the Criminal Court. Head and FCCT board were also faced les majeste lawsuit, filed by the same officer, for publicising this speech.
